Résumé de la thèse

Les études récentes confirment les fortes inégalités scolaires d’origine économique, culturelle et géographique. Dans le même temps nous constatons d’une part un mouvement progressif de désengagement de l’État central dans le domaine éducatif depuis les lois de décentralisation et de déconcentration, et d’autre part l’émergence des communautés éducatives qui favorisent les interrelations école et territoire. Longtemps regardé comme contexte éducatif, le territoire est aujourd’hui en passe de devenir un acteur éducatif avec ses ressources humaines et matérielles. Si l’éducation prioritaire a ouvert la voie en 1981 à une territorialisation de l’éducation, il n’en demeure pas moins que les liens entre éducation et territoire ne s’imposent pas avec évidence tant le poids du national est encore prégnant. De l’autre côté des Alpes l’Italie a fait le choix du régionalisme et de l’autonomie administrative des établissements scolaires. Créé en 1983 pour territorialiser les politiques éducatives, l’établissement scolaire français du 2nd degré (ÉPLE) est aujourd’hui peu étudié. Nous postulons que le chef d’établissement peut devenir le pilote des interrelations école territoire en territorialisant le projet d’établissement. A partir des trois fonctions du territoire (organisation, appropriation/appartenance et protection/identité) nous élaborons une grille composée de quatre domaines d’analyse de la territorialisation de l’établissement scolaire, eux-mêmes subdivisés en quatre items chacun : la territorialisation de la politique éducative (organisation), la territorialisation de la marge d’autonomie (appropriation), la territorialisation par les acteurs (appartenance) et la territorialisation des contenus disciplinaires (protection/identité). Nous analysons les projets de 26 établissements alpins situés dans un environnement rural et montagnard au sein de l’arc alpin français et italien, dans les académies d’Aix-Marseille et de Nice, et la métropole de Turin. L’analyse est complétée par des entretiens d’explicitation avec les chefs d’établissement principalement, mais aussi des acteurs territoriaux. Nous produisons trois catégories de résultats à l’aune des projets d’établissement. Dans la catégorie typologie des établissements, les structures qui regroupent plusieurs niveaux scolaires obtiennent un plus fort indice de territorialisation. Les projets d’établissement du collège « comprensivo » italien (écoles primaires et collèges) et de la cité scolaire sont davantage territorialisés que le collège multisite et le lycée polyvalent. Sous l’angle des dynamiques territoriales, les établissements situés dans des communes couronnes des aires 1 d’attraction des villes peinent à territorialiser leur projet d’établissement du fait notamment de la faible proportion de personnels habitant le territoire. Nous constatons une forte territorialisation de la politique éducative de l’établissement et de la marge d’autonomie en Italie et une forte territorialisation par les acteurs du côté français. La territorialisation des contenus disciplinaires est également plus importante dans les projets au travers des actions pédagogiques et éducatives en lien avec le territoire et financées par les collectivités territoriales. En matière d’ÉDD les établissements italiens répondent davantage à des appels à projets financés par l’Europe dans le cadre de l’agenda 2030, ce qui apporte une ouverture et une régulation plus grandes de cet enseignement. Il ressort de l’étude que le rôle des chefs d’établissement dans l’élaboration et la mise en œuvre d’une politique d’établissement territorialisée est non seulement légitime mais indispensable comme peuvent l’induire a contrario les sites universitaires distants de notre panel où l’absence de représentant de la direction bloque le processus de territorialisation. Les réseaux académiques d’établissement de notre panel semblent pertinents pour aller à la rencontre es acteurs territoriaux au niveau des intercommunalités.

Thesis resume

Recent studies confirm the strong educational inequalities of economic, cultural and geographical origin. At the same time, we note on the one hand a gradual movement of disengagement of the central State in the field of education since the laws of decentralization and deconcentration, and on the other hand the emergence of UN recommendations in terms of education for sustainable development, in particular which promote interrelations between school and territory. Long regarded as an educational context, the territory is now becoming an educational actor with its human and material resources. If since the creation of priority education, public policies have encouraged a territorialization of education to take charge of the difficulties that cannot be addressed by the national, the fact remains that the links between education and territory are not obvious as the weight of the national is still significant. On the other side of the Alps, Italy has opted for regionalism and the administrative autonomy of schools. Created in 1983 to territorialize educational policies, the French 2nd degree school (ÉPLE) is now less watched in favor of other territorialization devices such as educational cities. We postulate that the head of school can become the pilot of school-territory interrelations by territorializing the school project. From the three functions of the territory (organization, appropriation/belonging and protection/identity) we develop a grid composed of four areas of analysis of the territorialization of the school, themselves subdivided into four items each: the territorialization of educational policy (organization), the territorialization of the margin of autonomy (appropriation), territorialization by the actors (belonging) and the territorialization of content. disciplinary (protection/identity). We analyze the projects of 26 alpine establishments located in a rural and mountain environment within the French and Italian Alpine arc, in the academies of Aix-Marseille and Nice, and the metropolis of Turin. The analysis is supplemented by explanatory interviews with school heads mainly, but also with territorial actors. We produce three categories of outcomes based on settlement projects. In the typology category of schools, structures that group together several school levels obtain a higher index of territorialization. The establishment projects of the Italian "comprensivo" college (primary schools and colleges) and the school complex are more territorialized than the multi-site college and the polyvalent high school. From the point of view of territorial dynamics, establishments located in municipalities crowned by areas 1 of attraction of cities (INSEE, 2020) have more difficulty in territorializing their establishment project due in particular to the low proportion of staff living in the territory. If we compare the French school system and the Italian system, we see a strong territorialization of the educational policy of the school and the margin of autonomy in Italy and a strong territorialization by the actors on the French side. The territorialization of disciplinary content is also more important in projects through pedagogical and educational actions related to the territory and financed by local authorities. The focus we have made on ESD shows that Italian institutions are responding more to calls for projects funded by Europe in the framework of the 2030 Agenda, which brings greater openness and regulation of this education. It emerges from this study that the role of school heads in the development and implementation of a territorialized establishment policy is not only legitimate but essential, as can be induced a contrario by the remote university sites of our panel where the absence of a representative of the management blocks the process of territorialization. The academic networks of establishment of our panel seem relevant to meet the territorial actors at the level of intercommunalities.
